U.S. foreign affairs agencies are developing workshops and a handbook that would help policymakers in countries in Central and Eastern Europe as well as developing countries elsewhere to exclude the Chinese telecommunications companies Huawei and ZTE from their national 5G cellular networks. Leading the initiative is the Commercial Law Development Program at the Commerce Department, which works to advance U.S. foreign policy by collaborating with foreign governments on technical and legal matters. This marks a ratcheting up of pressure to combat Beijing’s 5G ambitions overseas, part of its Digital Silk Road initiative which the U.S. has warned poses espionage and national security threats.
