Out of the UN’s fifteen specialized agencies and groups, Chinese representatives lead four. No other nation has citizens running more than one UN agency. China’s overwhelming influence at the UN translates into a means for influencing norms and international policy, as well as stifling international scrutiny of its behavior at home and abroad. Of particular note, China has now leveraged the so-called Like-Minded Group to overwhelmingly respond to critics of its human rights abuses at the UN Human Rights Council twice now: last summer on the subject of genocide in Xinjiang and this past summer on the curtailing of political freedom in Hong Kong.
