A new study of two Chinese-financed infrastructure projects in the Philippines finds that Philippine President Rodrigo Duterte moved forward with these projects because Chinese officials were willing to expedite them–likely sidestepping more stringent social and environmental standards–to benefit Duterte’s own political goals. It concludes that leaders have political objectives in addition to development or geopolitical ones, influencing their calculus to work with Chinese partners. With this reality, the G7’s Build Back Better Initiative, with its focus on transparency, good governance, and sustainability, may be less competitive than similar Chinese projects.
