Washington Post: Montenegro mortgaged itself to China. Now it wants Europe’s help to cut it free.

Montenegro took a nearly $1 billion loan from China to build a highway last year. Currently, officials in the European Union debate whether or not it is a good idea to provide loan relief for the country. While the construction project is behind schedule, China’s development bank is unwilling to provide a break in repayment.
