Before the COVID-19 pandemic hit, China established a global journalism network through Xinhua and The Global Times in countries such as Guinea-Bissau, Serbia and the Philippines. The news outlets were touted as an alternative from competitors BBC and CNN. At the start of the pandemic, China effectively leveraged its global news network to plant stories favorable to its interests.
