The new controls ban chipmakers — mostly based in South Korea and Taiwan — from using U.S. machines and software to manufacture semiconductors for Huawei. According to the U.S. government, Huawei and its affiliates pose a national security threat because they could access sensitive information and hand it over to China’s government.
