The Biden administration appears to have quietly withdrawn a rule proposed by the former Trump administration that would have required American schools and universities to disclose their partnerships with the Confucius Institutes, which the Trump administration considered to be a propaganda arm of the Chinese Communist Party. In August of 2020, the Trump administration labelled the Confucius Institutes US Center a “foreign mission” of the CCP. According to the RegInfo.gov website of the Office of Information and Regulatory Affairs, which operates under the Office of Management and Budget for the White House, the Biden administration withdrew the rule from consideration on January 26th without any attendant explanation. A spokesperson for Immigration and Customs Enforcement, a component, of the DHS, confirmed that the rule had been withdrawn.
