China has appointed a new governor for Xinjiang, a former vice governor, Erkin Tuniyaz, who gained notoriety for delivering a vociferous defense of Chinese policies. In his February video address to the United Nations, Tuniyaz said that “All trainees of these facilities had graduated” and that the centers “educated and rehabilitated people”.
